Now that the OMB has made its decision its role is complete. We’d like to advise you where we could be going. We say “could” because we are continuing further into a Rumsfeldian  world of the unknown unknowns. It is up to Valley Voices to be an effective enforcer.

Before extraction can begin:

1.  SVA must remove the DDT from the site under MOE guidelines and get an MOE certificate of satisfaction. 

2.  SVA must build its internal haul route to get access to Turk Road to the satisfaction of the Lower Trent Conservation Authority (LTCA).

3.  SVA must do at least a Class Environmental Assessment of the Turk Road extension haul route. 

V V may press for a “bump up” to a full Environmental Assessment (EA) of the haul route. 
V V wants to meet with the LTCA to discuss and understand their position on the haul route. 
V V may consider hiring a biologist to advise us about this. 

4.  SVA must build the appropriate berms and fencing.

5.  SVA must, at considerable expense, build the Turk Road extension haul route. 

V V wants to know who will be notified of the Environmental Assessment and approval of the haul route.
V V  wants to be involved in this process.
V V will ask SVA to keep us informed on the status of their application and the sequence of events they plan to follow. 
V V will contact the MNR asking for information.

So, we are talking a long time...maybe years.

Complaint Response Protocol:
Before starting extraction the licensee must provide the Community Liaison Committee (CLC), abutting homeowners and the Township office with a Complaint Response Protocol (CRP) indicating where any complaints regarding different aspects of the operation should be directed and providing up-to-date contact information for responsible Government regulators (eg. Township Clerk, MOE Abatement Officer, and MNR Aggregate Resources Officer) and SVA. The contact information wil! also be posted in a visible location at the site entrance/exit (i.e. driveway entrance off Turk Road East). SVA shall maintain a log of complaints and make the log available for public review upon request.  

Community Liaison Committee (CLC): 
In every year that the pit  is in operation SVA will participate in a CLC (for so long as the residents desire to continue to have such a committee) which committee shall meet at least annually to receive information on the status of operation and provide a forum for discussion of any unresolved complaints or operational concerns. The committee will receive reports that are required by these plans such as water monitoring, noise audits, driveway access locations, pre Area C compliance verification and progressive rehabilitation report. The committee will consist of two immediate neighbors, three representatives of the broader community and two representatives of the licensee (including the pit operator), with notice of such meetings and any minutes thereof being sent to the Clerk of the Municipality for information The initial public members of the committee will be appointed by VVRA. The committee may meet more often and operate in accordance with a more detailed terms of reference that is agreed to by all committee members.
