•• As we all anxiously await the last frost, it's time to note there has been a warming of sorts in the relationship Valley Voices has with John Morgan and SVA. Carol reports an air of co-operation as the agreement ironed out at the OMB is put into effect.
•• That does not mean that everything is hunky-dory. Our lawyer, Virginia MacLean, continues to follow with a watchful eye the legalese to make sure the spirit, intent and word of the agreement are followed. She assures us that the required events and conditions appear to be in order so far. This was confirmed by John Morgan and Terrence Korotki.

NOTICE OF A MEETING TO PASS A BY-LAW TO
REMOVE A HOLDING PROVISION FROM BY-LAW NO. 619, AS AMENDED
The Council of the Township of A / H intends to pass a By-law under the provisions of Sections 34 and 36 of the Planning Act to remove a Holding (H) symbol from By-law No. 619 as amended by By-law No.10-2006, with respect to lands zoned Extractive Industrial Exception No.4-Holding (M3-4-H).
The meeting is at 7:00 p.m. on May 23,2007, in Grafton.
The proposed By-law applies to lands located in part of Lots 5 and 6, Concession 3, in the former Township of Haldimand, in the Township of A / H (the S.V. A. Ltd. pit site).
The purpose of the (H) was to restrict the use of the subject lands zoned Extractive Industrial Exception No.4-Holding (M3-4-H) until such time as permanent access from the lands zoned M3-4-H to Turk Road has been obtained in a manner and in a location that is satisfactory to the Municipality. This condition has been satisfied.
Removal of the (H) from the Extractive Industrial Exception No.4-Holding (M3-4-H) Zone has the effect of permitting the establishment and operation of a sand and gravel pit on the property, subject to the regulations of Zoning By-law No. 619 as amended by By-law No. 10-2006. The pit operation requires a licence under the Aggregate Resources Act.
Any Person may attend the meeting and / or make written or verbal representation either in support of or in opposition to the proposed By-law to remove the (H). Council will consider all submissions prior to making a decision.
Additional information relating to the proposed By-law to remove the (H) is available for inspection at the Township Municipal Office during regular office hours.

COMMENTS FROM YOUR BOARD OF DIRECTORS
SVA now has the consent application required and a registered deed from Omni Commerce Ltd. for a right-of-way to Turk Rd. across land owned by Omni Commerce Ltd. (Corcorran). They have met the "H" condition stated in the Jan. /06 zoning bylaw that was passed and have a right to ask for the "H" to be lifted.
There are still a number of steps to be taken by SVA before any digging of a road or truck traffic occur.
Mr. Morgan said he expects to get a licence a month from the May 23 meeting. Then SVA would provide Council with an E.A Performance Guarantee done by Gartner Lee and then Council would retain Totten, Sims Hubiicik to commence the Municipal Class Environmental Assessment of Turk Rd.
The DDT also has to be removed.
Mr. Morgan assures us that V V will be part of the first discussion and the decision on the exact location of the interior haul route, as well as the Lower Trent Conservation Authority.
